Model Owner & Contractor Safety Specifications for Contractors
Each contractor (including construction managers, general contractors,
prime contractors, subcontractors and any other entity having a contract
to perform construction, alteration, repair or demolition work at
the site) is required to implement, monitor and enforce a written
safety program providing for the safety of its agents and employees.
This safety program shall, at a minimum, satisfy the following contractor
obligations:
- Each contractor is responsible for designating a competent on-site
safety person. This individual will be responsible for taking
prompt action for correcting safety deficiencies.
- Each contractor is responsible for performing and documenting
safety audits for employees' work practices.
- Each contractor is responsible for coordination with others
to assure the safety and compliance of all work and site conditions
under the contractor's scope of work.
- Each contractor is responsible for maintaining accessible material
safety data sheets for products it brings on site and for training
its employees.
- Each contractor is responsible through tool box talks or other
means for conducting and documenting regular periodic continual
training of its employees in safe work practices.
- Each contractor is required to submit a Pre-Qualification Short
Form as provided by the Metro Indianapolis Coalition for Construction
Safety (MICCS) prior to the start of work.
- Each contractor will have on site at least one supervisory individual
who has successfully completed a ten (10) hour OSHA training class.
- Each contractor's OSHA Recordable accidents, minor or severe,
must be immediately reported to the following persons:
- The supervisors or safety representative of the
contractor employing the injured person, or whose work the
injured person was performing at the time of the accident;
- The contractor or contractor(s) whose scope of work was
involved in the accident;
- The construction manager or general contractor (as applicable;
- The owner or the owner's representative (if applicable).
- All on site employees of contractors are required to be registered
in the MICCS substance abuse data base and have a valid MICCS
card. Each contractor shall, by express language, include these
Safety Specifications in every contract pursuant to which the
contractor subcontracts a portion of its scope of work to another
contractor.
